Q: Do you have to peel the potatoes first?

Yes you have to peel them first or else the peels clov the holes and keep the potato from coming out.

Q: Can it be used to strain frozen spinach, or will the spinach be pushed through the holes with the water?

This is a masher not a strainer but I think if you use it with a lot of spinach, part of it would definitely go out the holes

Q: Does it come apart for dishwasher cleaning?

It does not come apart, I place it in it's open position on the top rack of the dishwasher and it washes wonderfully.
